Homosexuality is legal. Age of consent is 16 for homo- and heterosexual sex. Civil code describes marriage as union man and woman, so gay marriage is impossible, just as some other civil partnership for same sex partners. Ever since the Republic of Kazakhstan gained independence there is growing tolerance towards sexual minorities. However, it is to be noted that this is only applicable to the biggest city of Kazakhstan, Almaty, and a few of the regional centres. Even there it is not advisable to display homosexual behaviour outside the bars and clubs listed in this guide. In rural areas, homophobic attitudes remain widespread.
