It is true that consensual homosexual acts between adults are not punishable in Mongolia. Nevertheless, it is hardly possible to live your life openly "differently" from the majority of the population. Activists have failed more than ten times to register an LGBT organization called 'Lesbian, Gay, Bisexual and Transgender Centre' in Ulaanbaatar. It was not until 2009 that the government approved of the founding. It is the first non-governmental organisation in Mongolia to advocate social, legal and institutional change on issues of discrimination, persecution and violence that LGBT have experienced in Mongolia for years. In 2017, an anti-discrimination law was passed that includes sexual orientation and identity (gender). When attacks on homosexuals by neo-Nazi groups increased, a law was passed in 2016 that could also sanction hate crimes against homosexuals. In general, homophobia in Mongolia is not considered a religious but a nationalist problem - many Mongolians reject homosexuality because they see it as a Western concept that is alien to the country's traditions and beliefs.
