Legal regulations provide the same age of consent of 14 for heterosexuals and homosexuals alike (16 with so-called persons of authority). The Italian parlament finally passed the Civil Unions Law in Italy on the 11th May 2016, after several attempts, which were blocked by catholic members from almost all political parties. The bill extends many of the rights enjoyed by heterosexual couples to same sex couples, including the legal right to inherit each other's pensions. Italy is the last major western European country to recognize civil unions for same sex couples. Italy, an extremely popular tourist attraction, is divided into northern and central parts, where the gay scene is extremely lively (most of all in Milano, Rome and Bologna), and the south, where commercial facilities are extremely limited. Many establishments require a so-called "club pass", designed to get around restrictive regulations, in particular where saunas and cruising bars are concerned. The most popular club card is One Pass of ANDDOS, but Uno Club Card and Key We are also common, with all passes issued in situ. In summer, gay life tends to relocate to the beach, be it at Torre del Lago in the Toscana, in the Salento in southern Apulia (with Gallipoli as a centre) or between Siracusa, Catania and Taormina in Sicily, while not that much is going on in the cities. The towns and cities have been allocated to the 20 regions of Italy for easier orientation.
